For four years, a small procurement office signed contracts worth tens of millions. The vendors had different names, different addresses, different bank accounts. They shared one owner: the ministry that paid them.
€41 million was paid to four firms whose ultimate owner was the ministry itself.
Nobody wanted to be the person who asked where the money went.
What follows is the paper trail, document by document — and the names that, after four years, are no longer redacted. We publish each record in full where doing so does not put a source at risk.
Methodology
knowless reviewed 1,400 procurement records across three registries and cross-referenced beneficial-ownership filings to reconstruct the ownership chain. Figures are drawn from the contracts themselves.
